KATHMANDU: Vehicle owners may soon be liable to pay for damages, even if their vehicle is not directly involved in a crash.

The Ministry of Physical Infrastructure and Transport has proposed a new road safety law that broadens the definition of responsibility in traffic-related incidents.

According to the draft, if a vehicle is parked illegally, such as in a no-parking zone or abandoned on the roadside, and that obstruction leads to an accident, the vehicle’s owner or driver will be held financially responsible for any resulting damage or injuries.

The proposed law also covers non-vehicle-related obstructions. If an accident occurs due to unauthorized storage of materials on the road, or because of any other similar negligence, the person or organization responsible for placing the obstruction must pay compensation.
