KATHMANDU: The digitization of vehicle records in the Kathmandu Valley is currently underway.
The Transport Management Offices in Gurjudhara (motorcycles) and Ekantakuna (light and heavy vehicles) are converting paper-based vehicle files into digital format. So far, 130,000 files—80,000 from Gurjudhara and 50,000 four-wheelers from Ekantakuna—have been digitized
The Ministry of Labor, Employment and Transport of Bagmati Province Government began the process of digitizing all vehicle-related records, including registrations, taxes and renewals in February.
According to Govinda Raj Shivakoti, information officer at the Gurjudhara office, a total of 1.58 million two-wheelers have been registered at the office as of August 27, 2025. Of these, 80,000 files have been digitized so far.

“The digitization process has been ongoing for the past seven months. So far, 80,000 files have been scanned and uploaded,” Shivakoti told MeroAuto.
He said that registration files from lot numbers 101 to 114 for motorcycles and scooters, along with additional files brought in by vehicle owners, have been digitized so far. The office has deployed 38 employees to scan and upload files. Each employee can process 30 to 60 files a day.

The office had initially assigned 50 employees to the task. However, 12 of them left following promotions and transfers. To accelerate progress, the office has introduced an incentive system: employees must complete a minimum of 30 files per day, and for each additional file, they receive Rs 30.
Although the initial target was to complete digitization within two years, Shivakoti said it is likely to take four to five years.
At the Ekantakuna office, 50,000 files have been digitized so far.

According to Information Officer Ambika Ghimire, 470,000 vehicles (320,000 private and 150,000 public). He said digitization of the remaining 440,000 files will take at least three years at the current pace.
The office has deployed 25 employees for the purpose.
The Bagmati Province Government is currently carrying out digitization works at four offices—Gurjudhara, Ekantakuna, Bharatpur and Hetauda. The provincial government has secured 65 TB of space at the Integrated Data Management Center in Singha Durbar to store its digital records.
Once the paper-based files are fully digitized, service seekers will no longer need to visit transport offices in person to pay taxes. Vehicle renewal, ownership transfers and other services will also be available online. The provincial government has also begun digitizing vehicle blue books and issuing QR codes.
An estimated 2.3 million motor vehicles are registered in Bagmati Province.
