KATHMANDU: If your driver’s license or vehicle registration book (bluebook) has been lost, burned, or destroyed, you can now apply for a replacement by completing a few official steps.
The Department of Transport Management (DoTM) has a provision to issue duplicates in such cases, provided that applicants submit the required documents at their respective transport offices.
To begin the process, applicants must first obtain a recommendation letter from the traffic police. In the Kathmandu Valley, this can be done through the Traffic Police Office (Baggikhana), while those outside the valley can get it from their respective district traffic police offices. This recommendation can now be obtained online.
Here’s how to apply for the traffic recommendation online:
- Visit the official website of the Kathmandu Valley Traffic Police Office.
- Click on the “Download” option at the top right corner of the homepage.
- Select “Click here to fill the online form for the recommendation of loss of driver’s license, vehicle registration book, and road permit.”
- Choose the document type, license, bluebook, or route permit that you lost.
- Fill in the required details such as name, license or vehicle number, address and contact number.
- Upload a photo of your citizenship, license, or passport.
- Submit the form.
After submission, an application ID will be generated — keep this safe. Within 72 hours to 7 days, the recommendation letter will be available online. If any issue arises during submission, the applicant will be notified online and can visit the traffic office to correct it.
Once the traffic police issue the recommendation, applicants can visit the transport office in person with their original citizenship certificate to obtain a duplicate license or bluebook.
Currently, due to limited digitalization, vehicle and license details cannot be verified online. Although the Nagarik App previously displayed license details, the feature has been disabled following the server damage caused by the September 9 protest at the DoTM office. As a result, drivers must now carry physical copies of their license and bluebook.
Service fees:
- Duplicate Bluebook: Rs 500 for two-wheelers, Rs 1,000 for four-wheelers
- Duplicate License: Rs 500
