Ride-sharing: vehicles older than 15 years to be banned, EV criteria proposed

KATHMANDU: Vehicles older than 15 years will not be allowed in ride-sharing services under a proposed new standard.

The Ministry of Physical Infrastructure and Transport has included this provision in the draft “Digital Mobility Service Operation Standards 2082 ”. The aim is to make ride-sharing services safer, more reliable, and better regulated.

According to the draft, two-wheelers used in ride-sharing must be less than 15 years from the date of manufacture.

For two-wheelers, ICE models must meet government emission standards, while EVs must have at least a 1.5 kW motor and a top speed exceeding 40 km/h.

For four-wheelers, ICE vehicles must comply with emission standards, while EVs must have motor capacity above 40 kW. In addition, vehicles must offer at least 200 liters of storage space and be equipped with a dashcam or CCTV, fire extinguisher, real-time GPS tracking, and seatbelts for all passengers.

The ministry is preparing the standard to bring uniformity in ride-sharing services across all seven provinces.

This follows a directive from the Supreme Court issued in January 2025, which asked the government to introduce proper legal provisions for ride-sharing services as soon as possible.

The draft has been shared with stakeholders for feedback. After incorporating suggestions, the ministry plans to approve and implement it soon.
