KATHMANDU: Preparations have begun for the operation of Nepal’s first Nagdhunga-Sisnekhola Tunnel. The Nagdhunga Tunnel Construction Project has invited international bids to select a service provider for its operation and maintenance.
The contract period will be for five years, and the deadline for bid submission is December 17, 2025.
Although test drives have already been conducted, the tunnel is yet to be officially opened due to the need for trained manpower and security arrangements. The main tunnel is 2.7 km long, while the emergency tunnel is 2.6 km.
The government has already fixed toll fees for vehicles using the tunnel.
The tunnel is equipped with modern systems, but operating and maintaining them requires skilled personnel. Since the Department of Roads currently lacks sufficient experience and manpower, an international service provider will be hired to manage daily operations and provide training to Nepali staff.

Over the five-year period, foreign experts are expected to transfer technical knowledge to Nepali technicians and managers. This will help Nepal operate similar projects, such as future tunnels and expressways on its own.
The tunnel will operate 24 hours a day and will have an emergency response system for accidents, fires, or technical issues. The selected operator will deploy staff in shifts and set up a quick-response team.
Around 150 employees will be mobilized under the Head of Tunnel Operation and Maintenance. Of them, 64 will handle security, 54 will manage toll collection, 14 will monitor traffic control systems, and 16 will work on civil and structural maintenance.
