NAIMA calls for policy stability in meeting with finance minister

KATHMANDU: The Nepal Automobile Importers and Manufacturers Association (NAIMA), led by President Ritu Singh Vaidya, has presented policy recommendations to Finance Minister Swarnim Wagle, focusing on stability in Nepal’s automobile and mobility sector.

During the meeting, NAIMA called for a stable and predictable policy framework developed through stakeholder consultation. The association urged the government to treat the automobile sector as a necessity rather than a luxury and proposed a simplified and balanced tax structure.

NAIMA also recommended implementing an 80/20 Loan-to-Value (LTV) ratio to improve access to vehicle financing.

The delegation raised concerns over audit-related disputes occurring even after customs clearance. It stated that inconsistent interpretations at the audit level have created uncertainty for importers and businesses.

The association further highlighted the need for clear classification of electric and hybrid vehicles, equal tax treatment across different vehicle technologies, simplified customs processes, and improved vehicle testing infrastructure.

It also stressed the importance of revising transport laws, integrating digital systems, and strengthening road safety and pollution control measures.

NAIMA also emphasized promoting vehicle assembly under the “Make in Nepal” initiative along with long-term policy stability.

Finance Minister Wagle described the recommendations as relevant and stated that the government will consider them in upcoming policies and the national budget.

Separately, the NAIMA delegation met Minister for Physical Infrastructure and Transport Sunil Lamsal. The discussion focused on current industry challenges and sector growth.

Minister Lamsal acknowledged the automobile sector’s contribution to revenue, employment, and mobility. He encouraged continued coordination with the ministry and expressed a positive view on reinvesting part of the sector’s tax revenue into its development.
