Vehicle fitness test to be mandatory for private vehicles as well

KATHMANDU: The government is making vehicle fitness tests mandatory for private vehicles as well.

This provision has been included in the draft of the Vehicle and Transport Management Bill, 2025, prepared by the Ministry of Physical Infrastructure and Transport.

According to the proposed bill, private vehicles, excluding two-wheelers, will be required to undergo annual fitness tests starting five years after their registration

Only public vehicles are required to undergo a fitness test at present — once annually for the first five years of registration, and every six months thereafter.

Joint Secretary Krishna Raj Pantha, who heads the Infrastructure Development and Transport Division at the ministry, said the draft bill has been submitted to the cabinet for approval. “The bill will be tabled in the Federal Parliament after it receives cabinet approval,” Pantha added.

The government, however, lacks sufficient infrastructure for vehicle fitness testing. There are only five such facilities in the country. Fitness tests are conducted manually at four of them due to a lack of equipment and other infrastructure.

The Bill will become law after it is passed by both the House of Representatives and the National Assembly after sufficient deliberations and authenticated by the President. The Bill will come into effect after it is published in the Gazette.
